Shall Chapter IV Section 1, of the Charter of the Town of Plainville be revised to eliminate the Residency Requirement of the Town Manager and replace it with the requirements that the Manager be reasonably available by remote means, including cellular and electronic communications, if not available in person to perform his/her duties and that the Manager establish his/her principal residence in the State of Connecticut within 90 days of appointment?
