Shall the City of Torrington appropriate an additional $6,000,000 (of which $5,100,000 is expected to be financed by State grants) and authorize no ($0) additional amount of bonds for outdoor athletic facilities to be included in the construction of a new high school, a new middle school, a new central administrative office, and for the demolition of the existing Torrington High School (increasing the appropriation previously approved by the voters from $179,575,000 to $185,575,000 and leaving the bond authorization unchanged at $179,575,000), provided the amount of bonds issued shall be reduced by grants (such grants expected to be $155,859,731)?
