Shall the ordinance appropriating $14,380,000 and authorizing bonds and notes in the same amount for the design and construction of Groton Athletic Fields, consisting of athletic field improvements primarily at Fitch High School, and if funds are remaining from said appropriation allow such funds to be used at Sutton Park, Groton Middle School and the former Claude Chester Elementary School be approved?
